1. Invitation / Dates The Greek Chess Federation, OAA Heraklio Chess Club
and Athens Chess Club have the honour of inviting all World Chess
Federations affiliated to FIDE to participate in the 2004 World Youth
Chess Championships (under 10, under 12, under 14, under 16 & under
18) in Heraklio, located on the northern coast of Crete island, from
November 3 (arrival) to November 14
(departure).
2. Participation 2.1
Each National Federation can enter one (1) player in each of the under 10,
12, 14, 16 and 18 (boys and girls) categories, totalling a maximum of ten
(10) invited players. 2.2 Players with a personal right,
according to FIDE rules, will also be accepted as invited
players. 2.3 Additional (extra) players can also be
registered. 2.4 In order to ensure proper tournament standards,
all invited players and all additional (extra) players must submit their
registrations through their national federations until September 6, 2004
(registration deadline).
3. FIDE entry fees 3.1 In accordance with FIDE regulations a 100 SF entry fee is required
for each invited player. This amount must be sent directly to FIDE by
their National Federation before September 6, 2004. 3.2 In
accordance with FIDE regulations a 200 SF entry fee is required for each
additional (extra) player. This amount must also be sent directly to FIDE
by their National Federation before September 6, 2004. 3.3 If a
player's entry fee has not been paid, it must be paid at the tournament
venue on the day of arrival. These payments must be accompanied by a
receipt from the Organizing Committee as proof of
payment.
4. Registration and Travel conditions 4.1 Entry forms must be filled from the National Federations and
returned to the Organizing Committee not later than September 6, 2004.
This date is the registration deadline. All federations are kindly
requested to use the form provided by the organizers. 4.2 The
complete registration form must include the surname/s, first name/s, FIDE
ID number, FIDE rating and title, and passport number of each player and
each accompanying person. It must also include the name and
telephone/e-mail/fax number of the Delegation chief and of the person in
charge in the Federation. 4.3 All travel expenses must be paid
by the participants or their National Federation. 4.4 Every
player (invited, extra or by personal right) and every accompanying person
has to pay to the Organizing Committee the amount of 100 EUR at the moment
of their registration (until September 6, 2004). This payment is
obligatory for all and its prepayment represents a confirmation for their
participation. 4.5 The above amount of 100 EUR includes
registration badges and bus transport from Heraklio airport to the
tournament hotel (November 3) with return on the departure day (November
14). 4.6 At the moment of registration (until September 6) the
above amount of 100 EUR must be transferred, free of bank charges, to the
bank account of the WYCC 2004 Organising Committee. 4.7 Once the transfer
has been confirmed, the Organising Committee will send to the Chess
Federation the assigned booking confirmation for all the hotel
reservations. 4.8 Players will not be paired until all payments
of their federation have been fulfilled.
5. Hotel - Playing Hall 5.1 Accommodation and full board will be provided in
Creta Maris Hotel, a 5-star hotel leased by the Organising Committee,
which will also be the tournament venue. The playing hall's capacity will
be for 900-950 players. 5.2 Free accomodation and full board
will be provided to the invited players as well as to one (1) coach per
federation from the 3rd of November (dinner) to the 14th of November
(breakfast). The Organising Committee can accomodate invited participants
in double and triple rooms. 5.3 Every participant accepted as
additional (extra) player and all accompanying persons are obliged to
lodge at the Creta Maris Hotel, which will also be the tournament venue.
5.4 Hotel payments for all extra players and accompanying
persons must be made on arrival in Heraklio or in advance. Hotel payments
must be paid in EUR currency (euros). No future payments of hotel bills
will be accepted. 5.5 Lodging for additional (extra) players and
accompanying persons will cost: a. in triple rooms: 53 EUR per person
per day, full board included, b. in double rooms: 59 EUR per person per
day, full board included, c. in single rooms: 89 EUR per person per
day, full board included.

7. Rules and regulations The tournament will be played according to the Swiss
System in 11 rounds. National ratings will not be taken into consideration
for the pairings. Rate of play will be, according to FIDE regulations, 90
min for the whole game + 30 sec incr. for every move played.
8.
Tournament bulletin Each
federation is entitled to one free bulletin per round. Additional
bulletins will be on sale.
